Homes First operates from a ‘housing first’ approach toward ending the cycle of chronic homelessness in Toronto.
Housing First is a recovery oriented approach that centres on quickly moving people experiencing homelessness into independent and permanent housing, then providing additional supports and services as needed. To read more about this approach, visit Homeless Hub.

Many clients with complex needs were housed in 2023 by Homes First.
A few defining characteristics of clients housed included:
Through implementation of Housing First and CTI, Homes First was able to support 530 clients exit the shelter system in 2023.
Of these 530 clients, 153 clients were supported in the community by the Homes First CTI Follow-Up Team.
And of these 153 clients, 152 clients were successfully supported to break their individual cycle of homelessness.
Majority of clients were housed in the private market in 2023. Specifically, 455 (86%) of residents were housed in permanent housing in the private market.
Private housing is important in breaking the cycle of homelessness as other types of housing may result in the client falling back into homelessness once the program ends.
